これは、ロシア系のメディアRTがフィリピンのDuterte大統領におこなったインタビューの内容です。CIAに命を狙われていることを覚悟しつつも、大国アメリカに屈することなく、自分の思う道を行こうとするフィリピン大統領の決意がうかがわれます。日本語に翻訳しようと思っているのですが、とりあえずは英語のままで紹介します。

It’s gonna be amassacre!' - Duterte to RT (FULL INTERVIEW)(In Manila, The Philippines)  The Philippines should have stronger ties with Russiaand China, as Western nations are only interested in double talk and disregardPhilippines interests, President Rodrigo Duterte told RT and other Russianmedia ahead of his visit to Moscow.

I’ve been a politician for almost 40 years, excludingthe term now. So, I would say that on the national front, I was kept informedall the time by the news and of course by sources in government. But I neverrealized the magnitude of the contamination of the Filipinos in so far as drugsare concerned. It used to be: just a problem here, a problem there. I thoughtthat it was just like Davao. I mean, you may have one case, may be two, but itwas a very constant happening every time. Whwn I became president and everythingwas available to me for information, I was almost appalled to know that we havereached millions of contaminated. So, when I was mayor, I said, Do not destroymy city. And do not destroy the young people of Davao City, because they areour assets. We are not rich. Most of us are poor. And we depend on our sons anddaughters to feed us when we get old. We are not rich people. We do not havemuch housing here. And we need our children to buy the medicines, pay thehospitals, pay for burial. And do not corrupt them with drugs. Do not destroytheir minds. And I said, “because I will kill you”. I was very clear with that.Do not deatroy my country. Do not destroy our young people. Because if you dothat, I will kill you. There are so many criminals walking around. And “stop it”,I said. I am not a wholesale violator of human rights, I’m not the police, Ijust give orders. But I build the country. But anything that would destroy mycountry is totally unacceptable to me. My orders were very clear: go out andhunt for them, the drug lords. Arrest them if possible, but if they confrontyou with violence that places the lives of policemen or security forces indanger, kill them. Because in the past this was what really prevented policemenand military from doing it. Why? Because they were so afraid of the humanrights thing, which is a new phenomenon. Actually, in the guise of the humanrights, countries like EU and America are interfering in the affairs of othernations. In the guise of human rights.

Just like Americans, when they drop the bomb there, itis so powerful that it also kills others there.

 

RT:

 

But we are talking about human liability. So it doesn’tsay that because they are Americans they are exempted. And just because I am asmall-time government official, I am not exempted. So, where’s the fairnessthere? No? When they drop bombs, they kill so many villages, and there’s noteven a whimper. America invaded Iraq. What was the excuse? That there wereweapons of mass destruction. And yet when they invaded Iraq, so many peoplewere killed. So where is justice now? We need to say, justice has be equal. Itcannot be a justice for one, and another set of standards of justice foranother. It has to be equal.

Because they refused to understand my predicament whenthey knew that they were also in the same predicament, only on a larger scale.American war. Remember Panama? Okay, they invaded Panama, a sovereign state inCentral America. So what was the purpose there? They went inside, seized thecountry, arrested the president, brought him outside the country, placed him ina detention cell in New York. He faced a trial in the Federal Court and isconvicted. What happened to the invasion? And what was the reason? Drugs. Youinvade a country. I’m just fighting the criminals in my country. I neverinvaded a country. You have to look at it this way: there is so muchincongruity in the principles that are being followed by nations. The powerfulones, they can invent the weapons of mass destruction or they can invade yourcountry. Me, I never touch anybody. I do not even go to the United States. Andthen they criticizens me for the criminals that I have killed!

I think that Trump is very good. He’s a regular guy,he’s pragmatic, very practical. The previous administration was a source ofirritation and a source of so many conflicts. Not really in terms of war butreally in terms of relationships. The other administration destroyed all ofthis, the goodwill and even relationships with Russia and relationships withPhilippines. And it’s not an easy job just to be a new guy in town, ans youjust say “everything is forgotten”. They have Congress that is not in fullaccord with the U.S. President. There is fighting right now threatening even toimpeach President Trump. America is hard to follow. Sometimes you’re in goodterms, for example, Trump says he agrees with me and that I’m doing in rightway. And even he announces he’s going to get tough against the drug loads andeverybody who is into drugs. You’ve got to find similar words between my mouthand Trump’s mouth. But you know those things that we order and those thingsthat we expect to be delivered are being hampered. Because the power ofpresident is also subject also to the checks and balances in Congress. Andsometimes he is paralysed. He even finds himself now maybe not in big troublebut in trouble. I have nothing against America. They’re perfectly alright.Trump is my friend. But my foreign policy has shifted from the pro-Western one.I am now working on an alliance with China and I hope to start a good workingrelationship with Russia. Why? Because the Western world, the EU andeverything, it’s all this double talk.

 

RT:

 

If there is anything to gripe about it is me griping: “Whydid you invade my country 50 years ago?” They sat on this land and lived offthe fat of the land. And you expect me to be happy?

 

RT:

 

Yes. You treat me as if I am your colony still? Youmust be kidding. Why would I allow it? Why would I allow you to treat me as ifI am your representative here, as your colonial governor? We are an independentcountry. We will survive, we will endure, we can go hungry. But this time Iwant my country treated with dignity.

 

RT:

 

Yes. But not quite so. I said about the Americantroops, that one day, during my term, if I survive the CIA, I still have fiveyears to go.

 

RT:

 

They do it. Does it surprise you?

 

RT:

 

They can even take the president out of his countryfor him to face trial in another country.

 

RT:

 

No. I don’t want that thing to happen. It’s enough thatI respect Trump, he is a friend, and he is welcome to come here in November.But if I’m talking about arms and defence regarding ISIS, I’d rather... In mypreliminary talks with President Putin I got a favourable response, I hope thatwe can convert it into something substantial. Because it’s only Russia andChina that can be relied on with their words. America is double talk. The lefthand does not know what the right hand is doing. Because I said the arms aresuspended and the Senate has not really agreed, or is still debating on it,whether to give us the arms or not. My country is fighting terrorism. How longcan I wait? Until time as we are on bended knees? It might be too late. Forafter all, if I do not act now and solve the drug problem, if my countrycollapse, who will bring it back? The united States? Russia sells arms. Shedoes not impose any conditions. When Russia sells the arms and she sells thearms - if you need it, I will give it to you. That’s a known fact. You do notattach conditions. A straight negotiations: if you ready to help-okay, we willhelp, we will give you this. And can you do that with America? No, because thepresident says he will give you, and the State Department says no. And then theU.S. Congress says no, human rights violations and so on, we keep a distance.And if that is the case, so be it. I will not hanker for it on bended knees. Iwill not ask for mercy for that alone.

RT:  Yourrelations with China are a little bit warmer compared to your predecessor, andactually warmer than was expected. We didn’t see you riding to the islands inthe South China Sea with a Filipino flag to put it there as was promised. Isthat just tactic or you chaged the strategy?

 

It is so ridiculous it must be a joke. I’m fond ofusing jokes here, and I brought that practice also nationwide. That’s why Iwould ride on a jet ski. Why would I ride on a jet ski? I would ride on a boat,on the Navy, if I want to go there. Imagine riding with a gun pinned under yourarmpit, and you ride a motor there.

 

RT:  But youdidn’t go there on a boat either -instead, you went to China.

 

I was about to go there, but China said “Can we pleaseavoid it at this time”, because it might give the wrong impression and everyhead of state who’s claiming that the vast sea there is theirs, would also gothere. And out of respect of my friendship with China, I siad OK. But thatthing, forget it, erase it from your mind, it’s all a joke. If I go there aspresident I will ride on the Navy.

 

RT:  Iunderstand, of course it was a joke, but it showed what kind of policy you aregoing to conduct towards China, and people expected some tough policy.

 

Do you expect me to fight China in a war? Do I havethe cruise missiles to hit them? Do I have the missiles to launch when theybomb this town? So what will happen? It’s going to be a massacre. Never minedabout the insistence on arbitration, at the end of the day it is this: you sayit is yours, and I say it is mine. And the other guy at the bargaining tablewill say: OK, it is yours. And so, what now? Do I look stupid? We can talkabout it later on, but not now, because everybody is grabbing a piece of theproperty. Maybe when the time comes, when everything is quiet and it’sconducive to talks. Ans as I said, we could mention about a joint venture, butnot now. No hard sell now. I realised that because of, sometimes, thehigh-handedness of America in treating its friends as if we are not friends. SoI decided that I will craft an independent foreign policy that would allow meto interact with China and the rest of the world, and in Europe, to reach outfor new markets. The problem is now is events just like any other places,especially in the Middle East. The radicalism, the extremism was overtaking us.Just in the Middle East it used to be a problem of Iraq. The United States wentthere to declare war for no reason at all. Expect for the weapons of massdestruction which weren’t there. Then they undermine Libya and have thisproblem now. And the usual talks about peace have been overtaken by theextremism now, prevailing in the world. Same thing here. The ISIS hasestablished a base in my country, down south. And we are fighting terrorism justlike any country, and we need arms. And suddenly two senators of the U.S.Congress said they will not proceed with the exportation. And I said: noproblem. As I always got to China, to Russia, to plead my case. And I said theywould understand because they are also suffering from terrorism. They aretalking about a worldwide problem. Why can’t Trump just be open and just tellhis counterpart, President Putin: we have the same problem so what’s yourstrategy there? How would it affect your national security by the way? Tell me. 

 

RT:  So whatabout ISIS? Do you think ISIS militants here, in the Philippines are theyhomegrown or were they imported?

 

There are so many, Caucasian-looking. We have capturedor killed about six already. And they are from the Middle East mostly.

 

RT:  And how areyou going to fight terrorism? This task that so many countries actually failedto deal with.

 

Well, not really failed, but put it under control. It’sa state of mind that cannot be erased easily. In every generation there isalways a serious problem to solve. So you have to be serious about it. Andsometimes not go beyond, but in excess of what really called for. Because youwant that assurance that your country is safe. If we are to kill and extraditeto make it safer, then do it. My God, do it. And if 100 more are killed, andanother 100 are safer. If you’re a leader and you don’t know how to solve it,you should not be serving, i should not be serving. Maybe what I really can sayis that I do not need the presidency at this time of my life, I am 72 yearsold. As president I have to preserve and defend the Filipino nation. And I willexactly do it, whatever be the price, whatever be the cost. It’s my solemn dutyto see to it that my country is really what it should be: a peaceful andcomfortable place to live.

 

RT: Can I ask you a personal question, please?

 

Yes.

 

RT: Two years ago you shocked the media, revealingthat you had been molested by a priest when you were 14 or 15 years old. Andthen later you even identified that priest. He was an American national.

 

Not only I, the whole class. Two generations up andtwo generations down. All of us.

 

RT: You were 70 years old at that time. Why would youmake that confession more than 50 years later?

 

The abuses of the priests have been filmed everywhere.There was an Italian underground film, I’m sure you saw that, priests wererunning naked over there. And they don’t really bother to investigate. There isno condemnation, nothing. They show the priests and the religious people doingshenanigans, but it’s as if it’s just part of the show of the night. Is itliberality? Is it because you do not want to condemn your own countrymen? Or isit because the victims were just natives? Never mind about them. We wereconsidered natives. And sometimes pictured as apes.

 

RT: Was that important for you that he was anAmerican?

 

I don’t know. I broke it for the first time because Icall all the bishops stupid. And they are really stupid. You know that? Becausethere is a book here, which also exposes their shenanigans, and it’s called “Altarof Secrets”. May I have a copy? I’ll give you one. It was written by a narratorof the bishops’ conference.
